TPO Roofing in Arlington, VA for Condo, Apartment and Townhouse Flat Roofs

Six in ten Arlington homes share a building with at least four other households, and a roof over that many people is a shared decision. Here is where a welded white membrane fits those roofs, and where it does not.

A County Where Most Roofs Belong to a Building, Not a Household

The Census Bureau's 2020 to 2024 estimates count 121,970 homes in Arlington County. Of those, 74,987 are in buildings of five or more units, 56,429 are in buildings of 50 or more, and only 24.8 percent are detached houses. That is why this page talks about associations and building owners before it talks about a single homeowner.

The tall buildings cluster around the Metro stations that opened on December 1, 1979 in Clarendon and Ballston, and in the high-rise apartments, condominiums and offices of Crystal City and Pentagon City. Low-slope roofs on mid-rise and garden-style buildings are where TPO usually comes up.

How We Sort a Flat Roof Before Naming a Membrane

  • If the building has three or more dwelling units, the county treats it as commercial for permit purposes, so we start with the Inspection Services Division and not with the residential table.
  • If it is a rowhouse or townhouse with a flat rear section, TPO is a reasonable candidate, and the first question is what the decking is made of.
  • If a kitchen fan or other exhaust vents onto the roof, read the PVC page before settling on TPO.
  • If the roof is a small porch or addition on an older house, a rubber sheet may fit better, so look at EPDM.
  • If the plane is steep and the street can see it, a single-ply sheet is the wrong tool. Metal or shingles belong there.
  • If crews or tenants walk across the roof, walk pads go on the plan from the start.
  • If the old roof is wet or already carries two layers, a new sheet over the top is not allowed under the residential code, and the old material comes off first.

How a TPO Seam Is Made and Checked

TPO is a thermoplastic sheet reinforced with polyester scrim, so it can be melted and fused. Each overlap is welded with an automatic hot-air welder. One maker we read calls for a weld at least 1.5 inches wide, and weathered or dirty sheet is cleaned before welding because fusion fails on a contaminated surface. After the weld cools, the edge is probed to find any spot that did not take.

Thickness comes in 45, 60 and 80 mil. Thicker sheet scores higher in lab puncture and impact tests, but those are lab numbers. We choose thickness by how the roof is used, how many penetrations it has and what the manufacturer's system allows. Any manufacturer guarantee depends on the system and the installation details, and the terms come in writing.

Permit Arlington and the Three-Unit Line

Arlington County has no towns or cities inside it, so there is one building permit authority for every address: Arlington County, through Permit Arlington. It is not Fairfax County, and it is not the separate cities of Alexandria or Falls Church. The county's residential roof table says replacing the covering with no change to the decking needs no permit, and replacing less than 256 square feet of decking needs none either. More than 256 square feet of decking does need one. Where fire-retardant-treated lumber was required when the building went up, and the county's example is a townhouse, a permit is needed whatever the amount.

The same county page says buildings with three or more dwelling units are commercial for permit purposes, so that table does not describe a condominium or garden-apartment roof. For those buildings, ask the Inspection Services Division which commercial requirements apply to a re-roof and confirm with the county before work starts. Condominium and homeowner association rules are a separate layer, so check your governing documents before a membrane is ordered.

Two TPO Roofs We Would Scope

A flat rear section on a rowhouse-style townhouse near Columbia Pike

The flat section covers a kitchen extension, about 14 by 20 feet, and the old modified covering has blistered along the party wall. We would strip to the deck, probe for soft boards and find out whether the decking is the fire-retardant-treated kind, because that changes the permit answer. Then we would lay insulation, a white TPO sheet and new wall flashing, and add a drain path if water has been lingering. The owner sees a written scope, photos of the deck and a dry ceiling.

A four-unit garden-style building with a low-slope roof off Glebe Road

The owner reports stains in two top-floor units, and the roof has a handful of vents and one old drain. Because the building has more than two units, we would begin with the Inspection Services Division, then take moisture readings to see how far the wet insulation reaches. We would replace the wet sections first and weld a new sheet in stages, so the building is never fully open. The owner gets a written scope and photos of each stage.

What the August 10, 2026 Storm Line Means for a Flat Roof

The National Weather Service warned of 60 mph gusts that day, nearly 2,500 homes and businesses lost power, and a large tree blocked Wilson Boulevard by Bluemont Park. The reports we read name outages and fallen trees, not damaged roofs. For a flat roof the lesson is quieter: debris gathers at drains, and standing water follows. After any big storm, a ground-level look at the drains, scuppers and edges is worth a few minutes.

Ponding is the failure that begins slowly, and leaves are part of the picture, since the county's 2023 canopy study put tree cover at 35.2 percent. See flat roof maintenance and TPO versus EPDM for commercial roofs. Nearby, we also have Alexandria, Falls Church and McLean TPO pages.

Frequently Asked Questions

Is a three-unit building in Arlington treated as commercial for roof permits?

According to the county's residential permit page, apartment buildings with three or more dwelling units fall under commercial building permits, so the residential roof table does not describe them. Ask the Inspection Services Division what applies to your roof before work starts. For a one-unit house or townhouse the residential table is the starting point.

Which TPO thickness makes sense where tenants walk to reach rooftop equipment?

TPO is sold in 45, 60 and 80 mil, and in lab tests the thicker sheets resist punctures better. Those numbers are not field immunity, though. Where people or service crews cross a roof regularly, we plan walk pads along the route and talk through thickness with you, since a thicker sheet and a protected path work together. A repeated path across bare membrane is the usual source of scuffs and cuts.

How can anyone tell that a TPO seam is actually sealed?

The seam is a hot-air weld, and the maker we read specifies one at least 1.5 inches wide. Weathered or dirty sheet has to be cleaned before welding, and the finished edge is probed along its length to find any spot that did not fuse. Makers can also inspect the roof when a guarantee is involved. A visual check alone is not enough, which is why probing is part of the job.

Does a flat section on my Arlington townhouse need a permit if I only replace the covering?

The county's residential table says replacing the roof covering without changing the decking needs no permit. But the same page says that where fire-retardant-treated lumber was required at original construction, with a townhouse as its example, a permit is needed whatever the amount of decking replaced. Whether your decking falls in that group is something we confirm with the county before we start.

Water still sits on my flat roof two days after rain. Is that a problem?

It can be. A widely used roofing yardstick is no standing water 48 hours after rain in drying weather, and ponding beyond that is described as harmful to a membrane. Makers differ on whether ponding affects a guarantee, so the document matters. The first step is to find out why: a blocked drain, a sagging deck or a low corner. We look at drainage before we talk about any new sheet.
