Roofing in Vienna, VA: who reviews it and what we do

Vienna is a Town with a county underneath it, so roof questions here start with a parcel lookup. This page sets out the local rules as published, the houses we usually meet and the work Reston Roof does around Vienna.

First, is your Vienna address inside the Town?

The Town of Vienna covers about 4.4 square miles in Fairfax County. Many addresses with a Vienna mailing city are outside it: the Vienna Metro station on the Interstate 66 median, Wolf Trap National Park to the north, and Meadowlark Gardens are all unincorporated county.

Parcel location, not mailing city, decides who reviews your roof. The Town's interactive zoning map is the quick check, and we look at it first. Nearby places we also serve, such as Oakton, Dunn Loring, Tysons and Wolf Trap, are county ground.

Reading the county's published list is a sorting exercise. A shingle swap alone sits on its no-permit side. Repairs to an existing roof, chimney repairs and solar panels sit on the permit side, and a townhouse adds a twist because decking that must be fire rated can pull a permit in. Raising the roof line is a separate Town question, so we confirm scope with the Town and the county first.

Whether a plain re-roof triggers Town zoning review or Windover Heights review is not settled on the published pages. We confirm with the Town and the county before we start, and we will tell you what each office said. Our Fairfax County permits guide explains the county side.

What Vienna's houses tell us about roofs

Census estimates put the median Vienna home at 1971, and about half were built before 1970. That says nothing certain about roof age, because roofs get replaced, so each roof is inspected before anything is recommended. About 78 percent of homes are detached, roughly one in ten is attached and about 11 percent sit in buildings of five or more units. Most households own.

Westwood Manor, built mainly in the mid 1960s as split-levels, is typical of the housing era. The Town is built out, and its planning documents describe change as infill, enlargement and replacement of existing houses. Enlargement means additions, and an addition can mean a low-slope roof section somewhere on the house.

Additions and replacements mean one Vienna house can carry roof sections of different ages and slopes, so each section is assessed on its own.

The work we do around Vienna

Roof questions in Vienna tend to fall into a few shapes. A tired roof on a split-level or townhouse gets a replacement plan. A single leak is traced before anything is torn off, and a stain beside a chimney is worth reading at the flashing first. After a storm, a tarp keeps the weather out and photographs of the damage go to you for your claim. The small stuff, such as a gazebo roof or a few lifted spots, stays small.

“Had a leak around the chimney that two other roofers couldn't fix.”

Storms, snow and trees

Fairfax County designs for a ground snow load of 25 pounds per square foot and a residential ultimate wind speed of 115 miles per hour. Real storms test the rest. The June 2012 derecho put gusts at 71 miles per hour at Dulles. A June 2025 thunderstorm reached 66 there and left more than 70,000 county customers without power, closing shops on the south side of Maple Avenue. Neither report named Vienna roofs.

A study reported in the news put the Town's canopy near 39 percent in 2021. Trees shade roofs, shed leaves into valleys and drop limbs in wind. If a job involves removing a tree, the Town's tree rules may apply, so check before the saw comes out. Dominion Energy handles line outages.

Frequently Asked Questions

Is my Vienna mailing address inside the Town of Vienna?

Not always. Many Vienna addresses are unincorporated Fairfax County, including the Vienna Metro station, Wolf Trap National Park and Meadowlark Gardens. The parcel decides, not the mailing city, and the Town's interactive zoning map is the check. It matters because inside the Town both Fairfax County and the Town have a part, while outside it the county alone handles building and zoning.

Who issues a roofing permit for a house in the Town of Vienna?

Fairfax County serves as the building official for projects inside the Town, so permits, where one applies, come from county Land Development Services. The Town's Department of Planning and Zoning separately reviews the same applications for Town zoning. Whether your exact scope needs a permit depends on the work, so we confirm with the county and the Town before we start.

Do homes in Windover Heights get extra roof review?

Windover Heights is the Town's historic district in the northwest, and its Board of Review looks at new construction and major exterior alterations visible from the public right-of-way. Its application checklist asks for specifications on roofing systems. Whether a plain replacement counts as a major alteration is not something the published pages settle, so we ask the Town before we start.

What happens when a storm damages my Vienna roof?

We look at the damage and, if needed, tarp the roof so rain stays out while a permanent repair is planned. We document the damage with photos for your claim. Then we describe the permanent fix in writing, including whether the county or Town needs to hear about it. Check the ground first for fallen limbs and downed lines, and call your utility before touching anything.

How does a Vienna roof job start, and what do I get in writing?

It starts with a call to (571) 453-6515 and your street address. We check whether the parcel is inside the Town or in the county, look at the roof, and then write down the scope, the material and which office, if any, needs to hear about the work. If your roof is outside our scope, you hear that on the first call.
