TPO Roofing in Herndon: Flat Sections, Condo Buildings and Small Commercial Roofs
Heat-welded membrane for the low-slope parts of Herndon roofs, with plain answers on permits, drainage and the jobs where another material is the better call.
Which Herndon Roofs Turn Into TPO Jobs
The Census Bureau's 2020 to 2024 American Community Survey counts 8,076 homes inside the Town of Herndon: 43.7 percent detached, 27.2 percent attached townhomes and 27.3 percent in buildings of five or more units, with a median build year of 1983. The survey says nothing about roof shape, so we do not assume one. What the mix does suggest is where membrane work turns up: a flat or nearly flat section on a pitched house or townhouse, the roof over a multi-unit building, and the small commercial roofs along Elden Street and Sterling Road.
Most of what Reston Roof does is houses and townhouses, with some commercial. For TPO that means porch, addition and townhouse flat roofs and small buildings. A much larger roof is a conversation we have on site, before anyone promises anything.

Phone ConsultationWhat We Look at on the Roof Before Writing a Scope
- Slope, measured with a level. A membrane is an accepted design only at a quarter inch of fall per foot or more.
- Where water is still sitting two days after a rain. Drainage guidance treats anything beyond about 48 hours as a problem, and no membrane fixes a roof that cannot drain.
- Drains, scuppers and gutters. A 2025 report on Herndon's tree canopy put it near 26 percent, which is plenty of overhanging branches above a low roof.
- Wet or crushed insulation under the old surface, found by moisture readings, because a new sheet over wet board only hides the problem.
- Flashings where the flat roof meets siding, brick, a chimney or a mechanical unit. Walls and penetrations get the most attention.
- Who walks the roof. Heating and cooling technicians wear a path into a membrane, so we mark routes and plan walk pads.
- Which office issues the permit, since a Herndon mailing address does not always mean the Town.
When TPO Is the Right Call, and When It Is Not
| Your roof | Our read |
|---|---|
| Flat or low-slope section, light surface wanted, welded seams preferred | TPO fits. White and tan sheets are made for this, and the seams are fused with hot air rather than taped. |
| Kitchen or restaurant exhaust lands on the roof | Get the maker's chemical statement for that exact exposure. Some TPO sheets state resistance, but PVC is often the safer pick. |
| A tiny porch roof where you want the fewest seams | A single wide rubber sheet may cover it in one piece. See EPDM. |
| A pitched, visible roof plane on a house | Single-ply is a low-slope system. Steeper planes usually call for shingles or metal. |
| Water sits for days after rain | Fix drainage first. A membrane laid over a pond is not a repair. |

Two Jobs, Scoped the Way We Would Scope Them
A townhouse rear roof over a kitchen extension
The house is a 1980s end-of-row townhome inside the Town, with a flat roof of roughly 14 by 20 feet over a ground-floor extension. The ceiling stain below has come back after two rounds of patching at the wall joint. We would pull back the old covering, find out how much insulation and decking is wet, replace what is, and lay TPO with new flashing up the brick or siding. We would then hose-test the scupper. The owner sees a ladder at the rear and gets a written note on any decking we replaced. One caution: a 2023 news report places the Fortnightly Square townhomes, built in 2005, inside the Historic District Overlay, so even a newer townhouse can need zoning approval first.
A one-story commercial building on a corridor like Elden Street
Consider roughly 3,000 square feet of older single-ply with split seams around two rooftop units. We would take moisture readings, replace wet insulation, weld a new TPO sheet, rebuild the curb flashings and run walk pads from the hatch to each unit. Elden Street is a six-lane commercial road, so we would look for a rear lot to stage a hoist rather than the curb. Because the building is commercial, the replacement is permit work, and the asbestos question may come up in the paperwork.
Permits for a TPO Roof: Town of Herndon or Fairfax County
Inside the Town limits, the Town's Building Inspections office issues building permits, and its re-roof paperwork asks for a Re-Roof Form plus either a state contractor license or an owner's affidavit. Many Herndon-ZIP addresses sit outside the Town, in Oak Hill, Floris, Franklin Farm and McNair, and for those Fairfax County Land Development Services is the office. Whether the roof is off Dranesville Road or near the Fairfax County Parkway, we check which one applies and confirm with them before we start. Our permits guide covers the county side.
On the commercial side, the state building code exempts only the replacement of 100 square feet or less of roof covering, so a membrane replacement on a commercial roof is permit work. The Town's form also asks about asbestos for any building other than a single-family home or housing of four or fewer units, so on condo and commercial roofs we raise it at the first visit.
How a TPO Job Runs, in Order
- A site visit with measurements and photos.
- A written scope that names the insulation, the attachment method, the flashings and any walk pads. If the system qualifies for a manufacturer warranty, its terms come to you in writing.
- Permit paperwork confirmed with the Town or the County before materials are ordered.
- Tear-off or recover, decided from the moisture findings rather than assumed.
- Insulation, membrane and welded seams, with the weld edges probed and the flashings finished last.
- A hose test at drains and scuppers, then a walk-through with you.
Frequently Asked Questions
My townhouse has one flat section at the back. Is TPO right for just that part?
Often yes. A pitched main roof and a flat rear section are separate roofs with separate needs, and a membrane can be tied into the existing shingles with proper flashing. We look at the slope, the age of the main roof and how the two meet before recommending anything. If the main roof is near the end of its life, doing both together can avoid a second tear-off at the joint. If the flat section is tiny, EPDM may suit it better. That call is made on the roof, not by phone.
Does Herndon or Fairfax County issue the permit for a TPO roof at a Herndon address?
It depends on where the property sits. Inside the Town of Herndon, the Town's Building Inspections office issues building permits. Herndon mailing addresses in Oak Hill, Floris, Franklin Farm and McNair are in unincorporated Fairfax County, so Land Development Services handles those. We confirm which office applies, and what it wants for your roof, before we start. If the building is in the Historic District Overlay, zoning approval is part of the Town's re-roof application.
Does Herndon require a white roof, and is every white TPO sheet ENERGY STAR listed?
Virginia's 2021 energy code applies its cool roof table only to Climate Zones 0 through 3, and Fairfax County is in Zone 4A, so a reflective roof is a choice here, not a code requirement. ENERGY STAR listing is specific to the product and the color. Published data show a white sheet and a gray sheet from the same maker with very different reflectance. Ask for the listing of the exact product being proposed, and we will pass along what the maker publishes.
Can HVAC technicians walk on a TPO roof without damaging it?
Occasional foot traffic is normal on a membrane roof, but a regular path to rooftop units wears it down. Puncture figures published for TPO sheets come from lab tests, not from a technician dropping a tool. Walk pads on the routes to units and hatches help, and service companies can be asked to stay on them. Surfaces can also be slippery with frost or ice in winter, so cold-weather service visits need care. A thicker sheet adds margin but does not replace pads.
A seam on my TPO roof is leaking. Does the whole roof need replacing?
Not necessarily. Seam and flashing leaks are often repairable: the area is cleaned (weathered membrane needs the maker's cleaner), then a compatible TPO patch is hot-air welded over the defect. Whether a repair makes sense depends on the age of the sheet, whether the insulation below is wet and how many defects there are. A moisture survey is the usual check before a patch is suggested, because patching over wet insulation only delays the real fix.
