Roofing in Washington, DC: rowhouse flats, historic blocks and apartment roofs
The District has one government and no county, so a roof question here goes to the Department of Buildings and, in a historic district, to the Historic Preservation Office. Reston Roof is based in Reston, Virginia, and takes roof calls from DC addresses.
What a District roof usually looks like
The 2020 to 2024 census estimate counts 361,014 homes in the city and a median build year of 1958. Most are not detached houses, as the table shows. The Office of Planning adds that most rowhouses have flat roofs, and flat roofs are rarely truly flat: they usually slope toward the rear to drain.
| Building type | Homes | Share |
|---|---|---|
| Detached house | 39,744 | 11.0% |
| Single-unit attached (mostly rowhouses) | 78,345 | 21.7% |
| Two to four units | 36,989 | 10.2% |
| Five or more units | 205,565 | 56.9% |

How the permit rules fit together
The District works under its 2017 Construction Codes, and the Department of Buildings aims to adopt newer ones by the end of 2027. Under section 105.2, the code exempts replacing roof covering with a like material that copies the old one, except in historic districts and flood hazard areas. A change of material or any structural work is not exempt. Confirm the scope with DOB before work starts.
In a historic district the permit comes back even for in-kind work, and DOB calls it a Historic Property Special Permit. The Office of Planning's Historic Preservation Office staffs the Historic Preservation Review Board and clears routine roofing itself when it suits the property.
Neighborhood notes, with what they mean for a roof
- Capitol Hill. Listed on the National Register in 1976 and mostly rowhouses, with Eastern Market on 7th Street SE and Lincoln Park east of the Capitol. Pennsylvania Avenue SE is its main retail street. Rowhouse flats and pent roofs are the roof types the Office of Planning describes for rowhouses.
- Georgetown. A National Historic Landmark district with M Street and Wisconsin Avenue NW as its commercial corridors, and the Old Stone House dating to 1765. Roof work can involve the Old Georgetown Board as well as DOB.
- Dupont Circle. Rowhouses before 1900 and larger houses from 1895 to 1910, around Massachusetts Avenue and Connecticut Avenue.
- LeDroit Park. Victorian rowhouses from the 1870s, set between Florida Avenue NW and Georgia Avenue NW near Howard University.
- Navy Yard. The Washington Navy Yard dates to 1799 and Nationals Park opened in 2008. We make no claim about the roofs there and look at each building.
A first call, in order
- You call (571) 453-6515 or book a phone consultation, with the address and a photo or two.
- We check whether the address sits in a historic district, and whether the building is a house or a multi-unit property.
- A roof walk and photos follow, with notes on the fall, the drains and the walls.
- You receive a written scope that says what might need DOB, the Historic Preservation Office or a board.
- Work should start only once the paperwork side is settled, and the finished details are photographed.
When the weather turns
Severe thunderstorms on September 3, 2026 brought winds of up to 70 mph to DC, with a 64 mph gust at Ronald Reagan Washington National Airport. A tree came down on a rowhouse in the 200 block of 8th Street SE, and everyone inside got out safely. About 15,968 Pepco customers were without power by 4:30 a.m. the next day. The report mentions no roof damage, so we draw no conclusions about roofs. The District's design snow load, per a published copy of its code, is at least 25 pounds per square foot plus drifting. If a limb has hit your roof, our emergency repair guide covers the first steps.

- Bigger flat roof over apartments or a walk-up: TPO in DC.
- Kitchen exhaust, vents and old patching: PVC in DC.

A fallen limb or a stain after rain does not need a material decision on day one. Start with the leak first-aid steps and call us.
Hiring anyone for a District roof
The Department of Licensing and Consumer Protection says home improvement contractors must hold its Home Improvement Contractor license. Check any roofer's license through the department before you sign. Reston Roof is based in Reston, Virginia, and most of its work is on houses and townhouses, so send the address and scope first. Condominium and cooperative boards approve roofs in their own buildings, so ask them before ordering materials.
Questions About Roofing in the District
Who issues a roofing permit in DC now that the old regulatory agency is gone?
The Department of Buildings, DOB, issues building permits and does inspections and code enforcement. It replaced the former consumer and regulatory agency on October 1, 2022, and licensing moved to the Department of Licensing and Consumer Protection. No county or state office sits between you and DOB. Virginia's code does not apply to a District address.
Does every roof job in a DC historic district go before the Historic Preservation Review Board?
No. In a district, even an in-kind roof job needs a permit application with Historic Preservation Office approval, but the office's expedited list names roofing, coping, gutters and downspouts as work it can clear when it suits the property. Work that is not compatible, and roof decks or additions visible from a street, go to the Review Board.
What should I do first when a tree limb lands on my roof?
Stay off the roof and away from any wire, and call Pepco about lines first. Photograph the damage from the ground, then call us. We can tarp the opening to keep rain out, take photos for your claim, and plan the permanent repair after we see what is under the covering. A tarp is a stopgap, not a repair.
Does Reston Roof take roofing jobs inside the District?
We take calls from DC addresses. We are based in Reston, Virginia, and our work is mainly repair and replacement on houses and townhouses, chimney leaks, storm tarping and some commercial roofs. Ask us what we can take on in DC before you book, and check any roofer's license with the licensing department.
Why does the age of a District home change a roofing quote?
The median District home was built in 1958, and about 31.5 percent date from 1939 or earlier. Older buildings can have several layers, wet insulation or soft deck boards that a street view will never show. We give a first scope from photos and a roof walk, and we tell you in writing which items could change once the old covering is open.
